Above anything it's important to look busy. Busyness is what makes one important. People who are hard to reach are supposed to be busy and one tends to be reluctant calling busy people with not so important topics. If you're not that busy it's best to look at least like you were. In a typical office you'll easily find someone who is trying to look busy but who isn't. Busy Lookers are shifting around papers. They are most likely longer in the office than anyone else. And they clearly are trying to be a bottleneck when fixing meetings etc.
When googling "look busy" you'll find this excellent page giving advise to people who want to look busy without really working.
I'll certainly follow some of that should I be less busy sometime soon ;)

yep mate - this is nearly some kind of a sport "to look busy". another good thing ist to go early to work and first thing to do is to send an email with whatever content to your people, to your chiefs. so they see how early you're in and how busy you might be........ well it's all a bit silly though -

on the other hand:
what you call "look busy" has been given a name lately:
a boreout (instead of burnout). being unchallenged, bored and lack of interest are the three elements along with it the employee develops strategies to look busy and to hold work at bay...
of course not anyone looking busy suffers from boreout.
